About Mike

Mike France is a career Naval Officer who has dedicated his entire adult life to the service of our nation.

Growing up in Southern California, Mike graduated from high school and enlisted in the United States Navy, completing one deployment to the Western Pacific and Indian Ocean. During his first enlistment, Mike was awarded an ROTC scholarship and attended the University of Southern California earning a Bachelor’s Degree in Electrical Engineering. Following his commissioning, Mike would go on to complete another three deployments in support of Operation Desert Storm and Operation Southern Watch.

In 1993, Mike was selected to become an Engineering Duty Officer and attended the Naval Postgraduate School in Monterey, California, earning two degrees: a Master of Science degree in Electrical Engineering and the Degree of Electrical Engineer, completing a thesis titled, “Design of an Algorithm for Minimizing LORAN-C Time Difference Error”. Upon graduation, he transferred to Portsmouth Naval Shipyard, serving in several supervisory positions, ultimately as the Project Superintendent for the $18 million overhaul of USS DOLPHIN (AGSS 555). In 2002, Mike transferred to Supervisor of Shipbuilding, Groton, Connecticut, serving as the Program Manager’s Representative (PMR) for the VIRGINIA (SSN 774) Class Submarine Non-Propulsion Electronics System (NPES) Assistant Program Manager (APM). Mike retired from the Navy in 2005 after serving 20 years on active duty.

Following retirement from the Navy, Mike continued to serve as a Senior Systems Engineer for a local defense contractor. In August 2005, he earned a Master of Science degree in Organizational Management from Eastern Connecticut State University. Mike was promoted to Engineering Manager in 2008 and served as the Joint Interoperability certification lead for Program Executive Officer, Submarines (PEO Sub) through 2018. He currently serves as the Joint Interoperability lead for the VIRGINIA (SSN 774) Class Submarine program and is the Test Planning Lead for the Integrated Combat System (ICS) Test and Evaluation (T&E) Team.

In November 2011, Mike was elected to the Ledyard Town Council and assigned to serve as the Chair of the Finance Committee. During his tenure, he also served the residents of Ledyard as the Town Council Liaison to the Permanent Municipal Building Committee, Historic District Commission, Conservation Commission and Pension Board.

Mike France served four terms as State Representative representing the 42nd District, which included most of Ledyard, all of Preston and a portion of the Uncasville and Oakdale sections of Montville. His leadership responsibilities included serving as the Ranking Member of the Appropriations Committee and Ranking Member of the General Administration and Elections Committee. He also served as Chairman of the Connecticut General Assembly (CGA) Conservative Caucus from 2019 to 2023.

Mike lives in Gales Ferry with his wife, Heather. They have six children: Annemarie, Brandon, Laurel, Marguerite, Brittney and Frederick; and seven grandchildren. His interests include tennis, golf and genealogy.

A LEADER FOR CONNECTICUT

KITCHEN TABLE ECONOMICS

Every family is feeling the strain of rising costs. From groceries and gas to housing and healthcare, Connecticut families are paying more and getting less. Kitchen table economics means focusing on what really matters — your paycheck, your expenses, and the ability for you to build a better life for your children and grandchildren. This means keeping taxes low, cutting wasteful government spending and ensuring common-sense policies that allow you to keep more of your hard earned dollars, like reducing taxes for tipped and overtime workers. In 2025, Congress passed legislation that reduced taxes on Tips, Overtime, and Social Security. Congressman Joe Courtney voted NO on this important affordability measure.

JOB CREATION

Eastern Connecticut is ripe for opportunity if we invest in our future. Creating stable, good paying jobs is the first step to building a stronger economic future for us all. It is time to focus on refueling our economy by reducing barriers to business formation and growth, and reducing taxes so the American economy can thrive.

BORDER SECURITY

A secure nation begins with secure borders. The chaos at our southern border has created a national security, public safety, humanitarian, and economic crisis that is overwhelming communities and straining local resources. Our families deserve leaders who take border security seriously and prioritize enforcing the law, stopping illegal crossings, and ending the flow of fentanyl that’s devastating communities across America. Under the new administration we’ve been able to reduce those illegal crossings, but we’re just one bad piece of legislation away from going back to the disastrous policies of the recent past.

MILITARY READINESS

National security doesn’t stop at the border. From growing global threats to cyberattacks, America must remain vigilant and prepared. That means supporting our military with the resources, training, and technology needed to keep our nation safe and our adversaries in check.

Here in Eastern Connecticut, we have three major defense contractors: Pratt Whitney, Raytheon Technologies and Electric Boat. We must have a common sense procurement process that ensures the security of our nation and stability for these innovative suppliers, while also producing more of the weapons and material our nation needs to defend itself. Washington’s budget process over the last 20 years of lurching from crisis to crisis is the absolute wrong approach, and Joe Courtney has done nothing to remedy it.

An example of this is that while EB produces the best submarines in the world, we’re not producing enough – we should be delivering two boats each year but, under Joe Courtney’s failed leadership, we’re only delivering one. We must do better.
